If there is a tie between teams from the same division as a part of a tie within the league, use the division tie-breaking process and then proceed with the top teams from each division in using the league tie-breaking process.

Only one team can advance in a tie-breaking step. If a team advances, the tie among the remaining teams must be broken by going back to the start of the tie-breaking process. Likewise, if a team is eliminated at the bottom of a tie, return to the start of the tie-breaking with the remaining teams.
